The Swede carded a career-best round of seven-under-par 65 to lead from Emma Cabrera-Bello of Spain and Frenchwoman Jade Schaeffer, who are both at six under.
Westerberg hit seven birdies during her impressive round, five of those coming on the front nine.
Rain and thunderstorms brought a premature end to the day’s action, meaning five groups of three players will complete their first rounds at 7.50am tomorrow.
Scotland’s Clare Queen was the best placed of those players affected by the rain and she will resume on the 16th tomorrow on three under.
The second round will begin as scheduled at 8am.
Elsewhere, Karen Lunn of Australia, Italy’s Stefania Croce and Spaniard Paula Marti are level on five under par while England’s Melissa Reid is a shot further back, the highlight of her round a hole-in-one at the 160-yard par-three fourth.
“It was my third [hole-in-one],” a delighted Reid explained.
“I got one at age 11 and then I had one last year as an amateur. It was nice.”
