Pettersen carded five birdies and an eagle in a flawless third round to join Brittany Lincicome and halfway leader Se Ri Pak on 13 under par.
Lincicome also had an eagle and four birdies to recover from a bogey on the opening hole.
Pak, who has two previous victories under her belt on The Crossings course at Magnolia Grove, was round in 68 after three birdies on the front nine but just one on the way home.
A close finish looks on the cards in the final round with three players two shots off the lead, Jee Young Lee, Na Yeon Choi and Azahara Munoz.
Scotland’s Janice Moodie is three off the pace on 10 under par after a 67 which featured six birdies and one dropped shot.
Michelle Wie is 73rd and last of the players who made the cut after a disappointing 76, which would have been even worse if not for birdies on the 15th and 16th, left her five over par.
