The Welsh pair had a third round 68 in the qualifier in Estonia on Saturday and although they lost top spot to Canada three teams qualify and they will have to have a last day nightmare to miss out.
Scots Alastair Forsyth and David Drysdale will have to come from fifth place to make it, however.
They shot a 67 when the competition returned to fourballs, but at nine-under are five adrift of third-placed Portugal.
Canada, who produced a brilliant 63, stand 19-under, Wales 16-under, Portugal 10-under and then come Austria three strokes further back.
Algeria, one over at halfway, were disqualified when a scoring error was discovered from their second round, while tail-enders Greece pulled out because one of their players was ill.
